The decisions were made by the commission on complaints brought by Ray Metcalfe and the Republican Moderate Party, which Metcalfe founded. The commission heard those complaints at hearings in June 2006 and in January, but final orders weren't issued by the commission until March.
Stevens said in three appeals filed last week in District Court in Anchorage that the commission erred in its rulings, though he gave no details of his arguments.
Stevens was fined $5,000 for failing to disclose $405,000 in payments by fisheries companies to Advance North LLC, a company he owned 50-50 with Anchorage attorney Trevor McCabe until Stevens sold out his interest in 2005. He was fined $630 for failing to disclose about $75,000 in compensation he received in 2005 for serving as a director of Semco Energy, the company that owns the natural gas utility in Anchorage, Enstar. And he was fined $300 for failing to disclose his chairmanship of the Alaska Fisheries Marketing Board and an option he obtained in 2002 to purchase stock in Adak Fisheries LLC.
Two executives of the oil field service company Veco pleaded guilty Monday to federal corruption charges that included admissions that more than $240,000 in "consulting" payments the company paid to Stevens from 2002 to 2006 were nothing more than payoffs. Stevens has not been charged and has denied wrongdoing.
