House passes $1.8 billion capital budget

JUNEAU -- The Alaska House has passed a $1.8 billion capital budget to pay for building and maintenance projects around the state. Lawmakers voted 27-13 on the spending plan just after 10 p.m. Saturday.

Debate on the bill centered on a provision that opens up the state's main savings account to cover a possible deficit.

Minority Democrats objected to making the Constitutional Budget Reserve available to cover a budget shortfall in the fiscal year that begins July 1.

They say other reserves should be used first. Republican finance leaders called the provision an insurance plan in case oil prices plunge and with them, state revenues.
