One ordinance requires the mayor to seek council approval for reimbursements for gasoline and cell-phone costs. The other broadens the council's power to set meeting agendas.

Previously, city code gave the mayor the responsibility to set the council agenda. Now, two council members who sponsor a measure can turn it in to the clerk and the item will be aired at the next regular council meeting.

The issue arose when Mayor Doug Isaacson kept a resolution he disagreed with from appearing on the agenda.
