"That is just not going to happen," he told reporters in the Capitol.
Lieberman - who has long championed efforts to keep ANWR permanently off-limits to drilling - is trying to craft a compromise climate and energy plan with Sens. John Kerry (D-Mass.) and Lindsey Graham (R-S.C.).
"We are looking at a lot of things, we are bending to bring people in, but that one is a no-no," he said.
Meanwhile, The Hill reports today that Murkowski is supporting Sen. Jay Rockefeller's (D-W.Va.) bill to block EPA regulation of greenhouse gas emissions from industrial facilities for two years - even though she has a broader bill pending.
Murkowski - who has 40 co-sponsors for her competing plan ... said she's keeping her own plan at the ready if it doesn't advance.
