The resolution passed Wednesday states opposition to cap-and-trade legislation pending in the U.S. Senate. Gara and six other members of the Democratic minority voted against the resolution.
The federal proposal would set caps on greenhouse gas emissions.
Industries that pollute below the cap could sell the balance of their pollution quota to industries exceeding theirs. Resolution supporters say that will put Alaska oil industry jobs at risk and drive up the cost of energy.
