The Fairbanks Republican says he will wait for the Senate version instead.
The House bill came from fellow Republican Rep. Bob Lynn.
Ramras' House Judiciary Committee held a hearing on the measure Wednesday, but he didn't let it advance.
Ramras says he wants to work with the version by his counterpart in the Senate Judiciary, Democrat Hollis French.
Lynn says the development was a surprise, but that getting either version passed is what's important. He says "politics and personalities" shouldn't be a factor.
Statewide primaries are Aug. 24.
