Gutierrez wanted universal ID checks as a way to block liquor sales to people with restricted driver's licenses from past DUIs.
Retailer Fred Meyer began universal ID checks on a voluntary basis at its Anchorage liquor stores about a month ago, said spokesman Amanda Ip. She said there have been few complaints from customers.
