The tax cap has been in place since 1987 and has proved popular with Interior voters. It received 63 percent of the vote in 1998, 56 percent in 2000 and 63 percent in 2002. It won in subsequent years as well.
There are exceptions to the cap for new construction, bond payments, emergencies, court judgments and services approved by voters.
Taxpayers' association president Donna Gilbert told the Fairbanks Daily News-Miner the signature-gathering went well. The initiative sponsors needed about 2,300 signatures to get it on the Oct. 5 municipal ballot.
