Mavaega Brandon Tautua, 21, was charged with two counts of first-degree and one count of third-degree weapons misconduct, police say.
Officer Jesus Rivera was in his police vehicle on regular patrol when he saw some men arguing just before 1 a.m. in front of the bar on Fourth Avenue between D and E streets, said police spokeswoman Marlene Lammers. Then one of the men pulled out a gun and started shooting. Rivera jumped out of his police vehicle and chased down the suspect, police say.
Two people were shot. One was an innocent bystander, a woman who was leaving the nearby Avenue Bar and walking to her vehicle. Police say Shawna Calt, 27, was shot in her right shoulder area. Medics took her to a hospital, where she was treated and released.
Police say the other victim was 19-year-old Angel Martin-Laura. He was shot in his left shoulder and buttocks. He fled the scene in a vehicle, police say. Friends took him to a hospital, where police say he also was treated for his injuries and released.
Police say witnesses identified Tautua, 21, as the shooter. He was taken to the Anchorage jail, and his bail was set at $25,000, plus a third-party custodian.
