Two of the men are from outside Alaska. George Jia of Oak Ridge, Tenn., is charged with illegally selling a raw walrus tusk, illegally purchasing and selling a polar bear hide and selling the foot of a black rhinoceros -- one of the world's most endangered animals -- in 2009.

The indictment says that Jack Dickerson of Springhill, Fla., illegally took a brown bear in Alaska in 2007, and then despite prohibitions returned in 2008 and 2009 and hunted bear under someone else's name.

Michael Smith of Sitka is charged with illegally selling two tanned sea otter pelts. Officials said the charges stem from an investigation of illegal sea otter hunting and trafficking in Southeast Alaska.
