House panels are going through the 100 or so energy projects the Senate put in the budget. The projects are at the heart of the deadlock. The Senate insists on language in the budget saying if Gov. Sean Parnell vetoes a single energy item, none will be funded. The House says that's not acceptable.
Here are the top 25 most expensive energy items:
1. Susitna Hydroelectric Energy Plan -- $65.7 million. It's for planning design and permitting work on a dam that could cost at least $4 billion if built.
2. Alaska Housing Finance Corporation weatherization program -- $31.5 million
3. Sitka Blue Lake hydroelectric project expansion -- $28.5 million
4. Anchorage to Quartz Creek transmission line maintenance and repair -- $25 million
5. Homer Electric Association Soldotna to Nikiski transmission upgrade -- $25 million
6. AHFC home energy rebate program -- $20 million
7. Mount Spurr geothermal project development -- $18 million
8. Chikuminuk hydroelectric and alternative energy project -- $17.6 million. This is start-up money for a project near Bethel with a $483 million cost.
9. Battle Creek diversion into Bradley Lake near Homer -- $15 million.
10. Homer area natural gas pipeline -- $10.1 million
11. Metlakatla-Ketchikan intertie -- $10.5 million
12. Copper Valley Electric Association Allison Creek hydroelectric project -- $10 million
13. Golden Valley Electrical Assoc. Eva Creek wind farm -- $10 million
14. Quartz Creek to Soldotna transmission maintenance and repair -- $10 million
15. Rural power system upgrades -- $10 million
16. Southeast energy fund -- $10 million
17. Ketchikan Whitman Lake hydroelectric project -- $8 million
18. Kodiak Electric Association Terror Lake hydro expansion -- $7.5 million
19. Alaska Gasline Development Corp. Year 2 in-state gas project -- $5.5 million
20. Bulk fuel upgrades statewide-- $5 million
