Locals told the Fairbanks Daily News-Miner that Yolana Rockar was a fixture in the city's downtown.

Mayor Jerry Cleworth says Rockar was a quiet but astute observer of local politics.

The driver in the accident, a 30-year-old Fairbanks woman, had a suspended license and was charged with having no insurance.

Fairbanks District Attorney Michael Gray says he hasn't yet determined whether the unidentified woman will face criminal charges as a result of the crash.

The driver had fled the scene following the collision but was later identified with the help of vehicle descriptions provided by witnesses, the News-Miner reports.
