Officials called off the final round of the men's championship and first flights amid pouring rain after deciding the greens weren't playable, turning the 72-hole event into 54 holes for about half the field.
The women played before the rain started and Anchorage's Terri McAngus capped four days of solid play by shooting a 74 to claim her first state title with a four-day total of 306, 18 strokes over par.
Rynae Baca was second at 314. Jane Shaw won the women's first flight with a 363.
Hamilton's foursome had completed six holes when play was halted.
"The leaders got to No. 7 and couldn't finish," said Alaska Golf Association executive director Jeff Barnhart. "David still had a five-shot lead."
Anchorage's Hamilton won his first state championship with a three-day total of 214 (two under par), a score that included an opening-round 69 at Palmer Golf Course. Greg Sanders finished second at 219, Adam Baxter was third at 220 and Paul Blanche fourth at 221.
Stephen Barnett won the rain-shortened men's first flight with a 54-hole total of 234; Travis Heyroth won the 72-hole second flight with a score of 332 and Ronald Perry won the third flight with a 72-hole total of 358.
