The National Park Service would not be allowed to enforce regulations on waters in Alaska's Yukon-Charley Preserve under a bill headed to the House floor.

U.S. Rep. Don Young's office says a provision allowing the prohibition will be included in the Interior Appropriations bill after an amendment introduced by Rep. Norman Dicks, a Washington Democrat, stripping it failed. The original provision was added at the request of Young, a Republican and Alaska's sole representative in Congress.

Residents of Interior Alaska have complained about what they describe as heavy-handed treatment of park rangers, highlighted by the handcuffing of a 70-year-old man last summer while boating in the preserve.
