Juneau-Petersburg annexation fight threatens to involve neighbors

There's a brawl developing in Southeast Alaska, and neighbors of the combatants are worried they're going to be drawn into the fight. The City and Borough of Juneau and the city of Petersburg, which is proposing to form a borough with borders considerably beyond its urban area, are battling over the unincorporated land between them. Juneau's new proposed borough boundaries are a response to perceived overreach by Petersburg. Most of the communities and Native corporations caught in the crossfire say they'd like to stay out of boroughs altogether, reports the Juneau Empire.

One of the most significant is Goldbelt Corp., owner of 30,000 acres at Hobart Bay, desired by both boroughs.

The Juneau urban Native corporation had previously supported the Petersburg proposal to annex the area, but withdrew that support after Petersburg moved in August to create a borough and include the Hobart Bay property in its boundaries. ...

The city of Angoon, which has interests in the Ruth Lake and Scenery Lake hydroelectric project sites on the mainland, said it doesn't want its projects to be in either borough.

Angoon Mayor Albert Howard said he'd prefer the sites to remain unincorporated, but the city hasn't decided yet what to do if it has to chose between Juneau and Petersburg.
