The plan calls for setting six goals to prevent suicides and says prevention is the responsibility of individuals, communities, governments and families.
Under the plan, the council would assess progress in the problem and report yearly on strides made.
Officials say the five-year plan was developed with public input at meetings held around the state.
According to a January report by the council for fiscal year 2010, Alaska's overall suicide rate is twice the national average and Alaska Natives continue to account for an even more disproportionate number.
