Young's bill would use EPA fines to help

JUNEAU -- Alaska's U.S. House member has introduced legislation intended to help communities comply with Environmental Protection Agency regulations.

Rep.Don Young's bill would require that EPA use the money collected from fines on government entities or private industry for grant programs to help communities fund projects to comply with EPA regulations.

Young's office said the measure is in response to constituent complaints about the agency's reluctance help communities come into compliance with its regulations.

The measure would bar any EPA funds from being used for programs or activities outside the U.S.
