Penalty advised for legislative staffer who planned candidacy

JUNEAU -- Alaska Public Offices Commission staff is recommending more than $2,000 in penalties and costs against a legislative staffer who announced plans to run for the House without filing with the commission.

Filing is a prerequisite to running, and The Juneau Empire reports legislative staffers aren't allowed to run.

David Scott is chief of staff to Sen. Donny Olson, D-Nome. As of Tuesday, he remained employed by the Legislative Affairs Agency.

Commission staff attorney Martha Tansik says she warned Scott his candidacy violated reporting requirements. He rescinded his candidacy, but Tansik says that appeared to be an "in name only" technical act, since he still told a radio station he was running.

Scott has said he wouldn't comment further publicly so as to not appear to be trying to influence the APOC hearing.
