The girl wrote in a letter to police that Terry Sievers, 34, had sex with her multiple times and forced her to perform sexual acts, according to a charging document. Sievers is charged with one count each of first- and second-degree sexual abuse of a minor, police said.
Sievers would beat the girl if she didn't comply, police said.
On one occasion, when she was 5, Sievers forced the girl's head into a full toilet bowl, causing her to think she would drown, before slamming her head into the bathroom wall, the charges say. Another time, he threatened to kill her family members if she said anything about the abuse, according to the charging document.
Police arrested Sievers last Thursday.
In an interview with Detective Leonard Torres, Sievers first denied having abused the girl and later said he had some sexual contact with her and had hit her once, the charges say. He told Torres that the girl was flirtatious and initiated the sex.
"Terry refused to admit anything else and his answer to my other questions were, 'I don't remember,' " Torres wrote in the charging document.
