Municipal policy contradictory about parking in a cul-de-sac

I live in a neighborhood where you are given a ticket or 24-hour notice to remove your car if you are parked in the cul-de-sac. The city claims that if you are parked in the cul-de-sac it makes it difficult for emergency vehicles to get in and assist someone in need.

I find this contradictory, as during the winter months the city piles mounds of snow in the cul-de-sac. This year our mound has only been removed once and is currently taking up so much space that it only allows one vehicle to get through at a time.

I doubt that, if necessary, emergency vehicles would be able to reach anyone that needed help. I called Street Maintenance and was told this would not be dealt with for another few weeks.

I'm sorry but I'm also pregnant and if an emergency vehicle needs to reach me, it had better have the access, not be told, "Sorry, maybe in a few weeks."
