The amendment was to a bill designed to delay the reporting law, which the House approved Friday.
With a Wednesday filing deadline looming, the Senate approved the bill Monday with the amendment exempting current politicians.
House Democrats and Republicans broke into private caucuses after the Senate vote. They came out and rejected the exemption on a 33-0 vote.
A committee will continue discussion of the proposed change before the bill gets another House vote. If it fails again, the Senate will have to decide if the bill should pass without its amendment.
