Governor signs bill delaying online campaign filing requirement

Gov. Sean Parnell has signed into law a measure delaying a law requiring electronic filing of financial disclosures.

HB311 delays until Feb. 16, 2013, a requirement that candidates file campaign finance information online, instead of by paper. It also allows for candidates for any state office or for local offices of mayor, borough assembly, city council or school board to file by paper if they don't have "reasonable access" to the technology needed to file electronically.

A candidate is considered to not have reasonable access to the necessary technology if he or she does not have a personal computer or high-speed Internet at home.

Parnell's spokeswoman says this is the first bill Parnell has signed into law this session.
