FAIRBANKS -- The Fairbanks City Council is moving ahead with plans for an emergency shelter for homeless teens.

The Fairbanks Daily News-Miner reported the council in April voted to pursue a $720,000 Community Development Block Grant on behalf of Clearwater Ministries, the organization hoping to build the shelter.

However, some of the grant language caused concern that it would expose the city to too much liability.

State language in the grant was changed to mirror federal language limiting the city's risk to five years.

Marylee Bates, program director for the proposed shelter, has worked with the city closely through the months of negotiations. She says she's pleased that the grant is finally working out.
