Explain 'shoot to kill' policy

Why does the Anchorage Police Department consistently "shoot to kill" vs. "shoot to maim" when in confrontation with someone?

I've lived in Anchorage for years and have seen a definite shift. I do not mean to disparage our good police force but am just looking for the answer.

I am not anti-guns in that I've owned one for a number of years. I also took lessons for its proper use.
