Your reporter quotes Mayor Sullivan as saying: "My goal is not, and never has been, to impede the right of free speech." His veto means that free speech remains impeded. He has again failed meeting a goal many expect a mayor to meet.

With coming winter storms, his proven incapacity to meet goals may provide scofflaws long opportunities to make many snow-angels on the not-cleared sidewalks.
