Letter: Why are sentences so different?

A Marine tried in a military court-martial in California (for a crime committed in Alaska) gets a dishonorable discharge and no jail sentence. Another soldier, also tried in a military court-martial here in Anchorage, received a sentence of 12 years. Both for the same crime: rape. Something is very wrong with this picture.
