Bycatch observers for small boats?

According to KFSK-Radio (Petersburg), proposed changes to the National Marine Fisheries Service fisheries on-board observer program, intended to boost the accuracy of bycatch measurement on larger vessels, would also require some small boats, those measuring less than 60 feet in length, to carry monitors for the first time. The proposal is still in the early stages, but some Southeast fishermen are concerned about the plan. The biggest concern is cost, but logistics is another; extra bunk space is often at a premium on smaller boats. Despite such concerns, skippers truly hold a wide variety of opinions about the plan.
