A Homer man faces felony drug charges for allegedly selling and giving drugs to teenage girls with whom he also had sex, according to documents filed in federal court this month.
Randall Scott Hines, 33, is accused of distributing methamphetamine, Oxycontin and Xanax to two female minors between spring 2009 and late 2010, the court papers say. Hines is also accused of using one of the girls to sell drugs and of obstructing justice by persuading them both to lie in statements to law enforcement, according to court documents.
A grand jury indicted Hines on Wednesday, the U.S. Attorney's Office said.
Hines operates Fish On charters out of Homer as captain of "The Rebel," a 30-foot fishing vessel the federal government is now moving to seize, along with Hines' sport utility vehicle.
Hines met the girls -- referred to in the court papers as Juvenile A and Juvenile B -- in 2009 when they were 15, according to a federal indictment. He began providing them with methamphetamine throughout that summer and later had sex with them, the indictment says.
The next summer, when Juvenile A was 16, she ran away from home and began living with Hines, "who had advised her he could provide her with a better life," the indictment says.
She and Hines smoked meth together on a daily basis, usually multiple times a day, and the girl sold the drug for Hines about 30 times, according to an affidavit written by FBI special agent Jolene Goeden.
"Hines typically sent Juvenile A with 'three bills' of methamphetamine -- or .6 grams -- each time she was sent out to sell," Goeden wrote.
In June 2010, Hines hosted a birthday party for another juvenile aboard The Rebel and gave out meth and Oxycontin to the partygoers, including Juvenile A, according to the indictment. Hines also paid Juvenile A with meth for cleaning the boat, about 11 times, the court papers say.
During the fall and winter of 2010, Juvenile B sneaked out of her house several times each week to meet with Hines, who picked her up in his Ford Edge. Hines gave the teenager meth and Oxycontin and had sex with her, the indictment says.
In November of 2010, Juvenile A's mother filed a restraining order against Hines to keep him away from her daughter. "Hines directed Juvenile A to write a letter to the State of Alaska court handling the restraining order stating she did not live with Hines, he did not do drugs with her, and he only treated her in a respectful manner," wrote Agent Goeden.
Since writing the letter, the girl has gone through drug treatment and written a second letter saying she'd lied earlier at Hines' direction, Goeden wrote.
According to state court records, Hines was charged in March 2011 with assault. Federal court documents indicate the charges stemmed from Hines firing a gun at people during a "road rage" incident.
Hines is being held at the Anchorage jail.
