Chugach Electric Association said Monday it had restored power to all of its customers except for those whose own lines or facilities are damaged and need repair.
A windstorm that began Tuesday affected all three utilities in area, all publicly or consumer owned -- Chugach, Anchorage's Municipal Light and Power, and Matanuska Electric Association.
Janet Reiser, chair of the Chugach board, said the utility was going to review its response to the storm following criticism that it was slow in taking outage reports and answering customer questions.
Reiser said Chugach staff responded well to the emergency from an operations standpoint but could have done better communicating with the public. The utility should have a better system for collecting outage reports from consumers, she said.
"It's always our goal to improve performance," she said.
Meanwhile, the city is conducting a survey of businesses and residences to learn the cost of the storm and subsequent power outages. A link to the survey is available on the city's Office of Emergency Management website, www.muni.org/oem.
