How is that two of APD's officers can fire six (6) rounds at someone in the back seat of a car while standing beside it, and manage to have one round strike the victim in the elbow? Do these people get any firearm training at all or are they required to qualify with their firearm on any type of scheduled basis? It would be nice to know that APD is putting some qualified officers out on the streets of Anchorage that are more than cowboy wannabes.
