Letter: Insurance mandate means tighter budget

What I don't understand about Obamacare is, if a person can't afford to pay an insurance premium, how are they expected to be able to pay fines and penalties? As someone on the poor side, my income is budgeted almost to the penny. After bills such as property taxes, heating fuel, car insurance, gas, etc., I have no disposable income. Now that I need four new summer tires, there will be no frivolous spending such as eating out. Consequently, I resent being mandated by the government to spend money I earn, against my will.
