I am so sorry this young boy died crossing on his bicycle. I think the most important thing for people to do is to look as you are walking or riding. I see people of all ages either looking at their iPhones or listening to their iPods as they are crossing streets. Once their light turns green, they start walking or riding, never even looking to the side to see if a motorist is on the ball. The old adage, look both ways before crossing, needs to be taught again.
