Did I miss something in my high school government classes? I thought that once a bill was passed by both houses of Congress and signed by the president it became a law. It can be amended and perhaps even repealed by the same process in Congress, but how can a change be "negotiated" with the president? How can another bill be held hostage in order to force a change in a law? I have lost respect for the statesmanship of our country's elected officials, and I'm a registered Republican!
