Letter: To tackle homelessness best, let the state of Alaska step up

Homelessness, a systemic societal conundrum, could be more appropriately addressed at state level. I have taken a page from an amendment to the New York State Constitution, Article XVII, which reads in Section 1:

The aid, care and support of the needy are public concerns and shall be provided by the state and by such of its subdivisions, and in such manner and by such means, as the legislature may from time to time determine.

The state, in cooperation with municipalities, and with its cornucopia of oil wealth, could marshal resources more efficiently.
