Letter: Local driver is peeved

Why is it apparently so hard for locals to grasp the concept that, unless there's a sign stating specifically not to, it is legal to make a right turn on a red light? Consistently downtown during my morning commute, people sit at red lights with zero oncoming traffic, only to turn right when the light goes green. Basic driving, folks: It is legal and totally OK to turn right on a red light, providing there is no sign saying not to and there is no oncoming traffic. Also, what is up with people hogging up the left lane on the Glenn Highway and going under the posted speed? There are a number of signs stating slower traffic keep right. Kindly get in the right lane if you want to do under 65 mph. Thank you!
