Letters: HB 214 gives mentally ill a voice

Approximately 38,000 Americans commit suicide each year; 90 percent are considered to have a mental illness.

Rep. Pete Higgins pre-filed HB 214; the goal of the bill is to improve the grievance procedure law for the 27,000 psychiatric patients who receive treatment each year in Alaska.
