Looking at the low voter turnout at elections it seems to make sense to change the Permanent Fund rules to require voting by legal residents in order to be eligigle to apply for the Permanent Fund. In addition, the requirement for voter registration requires a physical address so those people who are currently receiving Permanent Fund checks who actually do not reside in the state would be forced to give up their claim of residency. It would up voter turnout and eliminate illegal payments to folks who do not actually live in Alaska.
