Troopers identify officers involved in Sunday Fairbanks shooting that injured one

Alaska State Troopers have released the names of the officers involved in a Sunday shooting that left one woman injured.

In an online dispatch posted Wednesday evening, troopers wrote that Joshua Rallo and Jacob Hayungs both "discharged their handguns" in the Fairbanks shooting.

Rallo has been a trooper since 2005, and Hayungs since August 2014. Both men were assigned to the Fairbanks patrol unit, troopers said.

Shortly after 7 p.m. Sunday, troopers responded to a home in Fairbanks after receiving reports that one woman was threatening another with a gun, troopers wrote in the original dispatch. The woman was shot in the course of the response, they said.

"The woman possessed a rifle that she failed to put down in compliance with verbal commands given by uniformed Troopers, and that she raised the rifle at the Troopers as if she was preparing to aim it in their direction," trooper spokesperson Beth Ipsen said.

At that point, troopers said they fired their weapons.

The woman was taken to Fairbanks Memorial Hospital to be treated for non-life-threatening injuries, troopers said. But in an email from Ipsen, she said the woman was transported out of state for "further medical treatment" and did not have an update on the woman's condition.

The woman has not been charged with a crime, according to Ipsen.

The Alaska Bureau of Investigation, an arm of the Alaska State Troopers that conducts major investigations, is investigating the incident. When the report is complete the Department of Law's Office of Special Prosecution and Appeals will review it.

Rallo was involved in another officer-involved shooting in fall 2013. At that time Noorvik resident Jeffrey Henry was shot and injured after brandishing his gun at troopers and firing his weapon around the community, according to trooper accounts of the incident.
