Kodiak man allegedly tries to bribe Alaska State Trooper after standoff

Billy Yovino Jr. of Kodiak was arrested early Friday morning after a standoff lasting several hours. Alaska State Troopers say Yovino refused to come out of his apartment after harassing a neighbor and then tried to bribe an officer with $100.

Troopers got a call at 2:56 a.m. Friday from a woman who told troopers that her neighbor, 32-year-old Yovino, was intoxicated and banging on her apartment door.

When troopers responded, Yovino "retreated into his apartment … and he refused to come out," troopers wrote.

Kodiak police and troopers tried to negotiate with him. Yovino told them he was "actively consuming alcohol" and had guns.

During the negotiations, the building's seven occupants were evacuated and more troopers were called out to assist.

Around 5:30 a.m., Yovino "gave up peacefully," troopers said. Before going to jail, he tried to bribe a trooper by requesting to be let free in exchange for $100.

Yovino had a .300 Winchester Magnum rifle and a 12-gauge shotgun, troopers said.

Yovino was charged with one count of bribery, seven counts of reckless endangerment and two counts of misconduct involving a weapon in the fourth degree, troopers said.

Yovino was taken to the Kodiak City Jail and was being held without bail Friday pending his arraignment.
