Valley man charged with 12 counts linked to sexual abuse of a minor

PALMER -- A 54-year-old man arrested a decade ago for sexually abusing a minor is facing a dozen new felony charges linked to accusations he sexually abused or assaulted a girl over a six-year period.

The most serious charge against Allen Theodore is rape, according to a July 2 Palmer grand jury indictment. Along with that first-degree sexual assault charge, he also faces nine counts of second-degree sexual abuse of a minor and one third-degree assault charge based on an allegation that he choked the victim, the indictment says.

The charges specify events between January 2009 through December of last year and involve locations in Wasilla, Willow and Kenai. The abuse began when the victim was in her early teens, the document shows.

Theodore had his first court appearance Tuesday morning in Palmer. He appeared agitated, replying "I object" to several questions posed by the judge, including whether his name and date of birth were correctly listed on court documents and whether he wanted a public defender.

Theodore listed a Willow address on state fishing license and voting records. He is being held at Goose Creek Correctional Center on $50,000 cash bail and a court-appointed third party custodian.

Theodore was already jailed on felony DUI charges at the time of the indictment.

He was arrested in 2005 on original charges of second-degree sex abuse of a minor, according to court documents in that case. That arrest involved a report from an elementary-age girl who told investigators Theodore touched her inappropriately and she saw him doing the same thing to a younger child.

At the time, the charge of sexual abuse of a minor was a misdemeanor crime. It's now a felony.

Theodore pleaded no contest to a reduced charge of contributing to the delinquency of a minor. He received a 180-day sentence, with 60 days to serve, and was placed on probation for three years. He violated probation with a felony DUI arrest in 2008.
