A deep-water Arctic port?

According to a brief item from the Associated Press (via KTUU), Sen. Lisa Murkowski has introduced a bill to study the construction of a deep-water port in the increasingly ice-free Arctic. The bill would direct the defense secretary to study such a port, paying close attention to its impact on U.S. strategic interests in the region. The 2-year study would look at possible locations, strategic capabilities and required resources. Read a bit more here.
