'Sci-fi space launcher' for Adak?

According to KUCB (Unalaska, via APRN), a physicist and his company are looking to build a massive, cheap launcher for space-program cargo payloads like building materials, at first about 100 pounds worth. The launcher eschews traditional rocketry, instead acting like "a giant popgun." It would use compressed hydrogen gas to fire payloads at a muzzle velocity around Mach 20. According to one planner, Adak Island would be a great place for the launcher because it sits at the same latitude as the International Space Station. The project is still very much in the early stages; the developers are still looking for additional funding, and they haven't yet begun to talk to the Aleut Corporation about building on their traditional lands.
