The Alaska Retirement Management Board's public pension funds are still dealing with a substantial unfunded liability, but according to the Juneau Empire, it got some help over the last year. The state's two major funds, the Public Employee Retirement System and the Teacher Retirement System, each earned a more than 21 percent rate of return in fiscal year 2011, mostly on the strength of stocks, and slightly surpassed the Permanent Fund's rate of return for the same period.
