Alaskans have long struggled with the best way to get the most out of their relationship with the oil industry. Oil money funds the lion's share of the state's budget for things like police, schools and roads. WIth oil production on the decline, much strategizing has taken place in an attempt to ensure this crucial state revenue source doesn't dry up. In 2013, Governor Sean Parnell signed a new oil-tax structure, known as SB21, into law. It offers substantial tax breaks over the prior tax structure, known as ACES. Concerned that the new tax structure favors oil interests more than the interests of Alaskans, a citizen's referendum seeks to repeal the new law.
