Purcell, a member of the Matanuska-Susitna Borough School District Board, was nominated by the Girl Scouts for her many years as a volunteer and Palmer Service Unit Manager. She also works with the Boys and Girls Club and Chugiak Children's Services.

The award was established in 1992 by the United Way of Mat-Su to honor the memory of a dedicated volunteer who helped to improve the quality of life for Mat-Su residents. Selected by a panel of community leaders, the award nominees are considered for the length and breadth of service to the community in health and human services.
