Council accepts Palmer city manager's resignation

PALMER -- The Palmer City Council accepted the resignation of city manager Joe Hannan after a closed-door executive session Tuesday night.

Hannan spent about a year in the post and tendered his resignation last week, effective Sept. 1. That's before his two-year contract is up, according to Palmer Mayor DeLena Johnson. Hannan is Palmer's fourth city manager since 2000.

Hannan has declined to talk about the reasons for his resignation. He came to Palmer from a six-year position as city administrator in Mukilteo, Washington, and before that worked in economic development or city administration in various communities in Washington and Oregon.

Hannan gave a standard city manager's report at Tuesday night's city council meeting -- there's a potential developer for the old Matanuska Maid property -- and did not reference the resignation.

Johnson said Thursday that both the city and the manager agreed not to get into any details publicly.

Palmer's city council will take up the process for replacing the departing manager at a meeting next month.

There may be some changes to the hiring process such as the city manager job description, Johnson said. She said Palmer's next manager will need to be able to juggle a limited state budget and keep local tax burdens low.

"I think it requires someone with a solid understanding of Alaska -- Alaska revenue and Alaska challenges right now with the budget," Johnson said. "For me, that's what I'm looking forward to having."
