A Royal Dutch Shell icebreaker that was the target of environmental protesters is leaving Portland, Oregon, bound for an Arctic drilling operation.

The protesters dangling from Portland's highest bridge early Wednesday have enough water and food to last for days and can hoist themselves out of the way of other vessels, Greenpeace says.

The Portland City Council late Tuesday narrowly approved a four-month experiment allowing ride-sharing companies such as Uber and Lyft to operate legally while deregulating the existing cab industry.
