To amend the Constitution, two-thirds of the members of both the House and the Senate must approve the amendment. Then, it is presented to the individual states, three-quarters of whom must approve.
Considering the complexity of this process, it is highly unlikely that the framers intended that could be undone by the executive order of one pompous egotist.
