I believe Anchorage Water and Wastewater Utility customers should pay for consumption of water they use, not a flat rate. So many customers use much more than others. A home with four or five bedrooms, three or four bathrooms, with five or six people in the household, will use so mush more than a two-bedroom house with one to three people and one bathroom. Some homeowners water their lawns for six to eight hours at a time, while others do not. Let us pay for consumption.
