APD: Man killed by SUV was rollerblading on sidewalk

The Anchorage Police Department has released the name of the man who was struck and killed by an SUV on Tuesday afternoon.

In a statement, police said a black Ford Expedition struck 40-year-old Paul Winter while he was rollerblading on the sidewalk along Cordova Street, between Ninth and 10th avenues near downtown, just after noon Tuesday.

Police identified the driver of the vehicle as Adanna Francis. Francis was questioned by officers and released, police spokesman MJ Thim wrote in an email.

"As is normal in vehicle fatality investigations, charges will be determined once the driver's toxicology results come back," police said. That will take several weeks, according to Thim.

The SUV that Francis was driving hit Winter at 12:07 p.m. Tuesday, police said. Officers reported that the vehicle was being driven recklessly.

The SUV was stopped by officers several blocks away, and two women were taken into custody for questioning.

A registered nurse who was nearby in the moments after the collision said she tried to revive Winter by performing CPR.
